Leading the Way with Recyclability Standards and Design Guidelines for Paper Packaging
South Africa’s paper and paper packaging industry boasts an impressive track record in recycling, with over 60% of paper diverted from landfills and more than 50% repurposed into new products.
Despite this success, the industry faces challenges in recycling certain paper-based materials, such as those with non-paper elements or specialized coatings. Fibre Circle, the Producer Responsibility Organization (PRO) for paper and paper packaging, is addressing this gap by developing a recyclability standard and design for recyclability guidelines tailored to South Africa’s needs.
Establishing Recyclability Standards
The development of a standardized recyclability framework is critical to meeting the Extended Producer Responsibility (EPR) regulations in South Africa. These regulations require substantiated proof that packaging materials are recyclable in existing systems, alongside clear environmental labelling compliant with SANS 14021 and SANS 14024 standards.
Drawing inspiration from the Confederation of European Paper Industries (CEPI) harmonized methodology, Fibre Circle’s initiative aims to adapt international best practices for local application. The project involves market mapping and testing a broad range of paper and packaging materials to evaluate their repulpability and compatibility with the local recycling infrastructure.
A cornerstone of this initiative is the collaboration between industry stakeholders. Fibre Circle has established working groups representing diverse sectors, including paper producers, recyclers, brand owners, importers, and converters. This collaborative approach ensures that the recyclability standard addresses the unique requirements of various industries while promoting innovation in packaging design.
Design for Recyclability Guidelines
The recyclability standard will form the basis for Fibre Circle’s design for recyclability guidelines. These guidelines will assist manufacturers in creating packaging that aligns with the local recycling ecosystem, enhancing material recovery and sustainability. By focusing on material compatibility and collection feasibility, the guidelines aim to close the loop in paper packaging’s lifecycle.
Advancing Sustainability Through Research

Its research and development program, supports projects that address EPR obligations, improve packaging recyclability, and explore innovative solutions for waste management. Projects range from investigating the use of recycled fibre in food contact materials to exploring bio-based coatings that extend the shelf life of fresh produce.
